The whole relief effort was a shambles, wasn’t it? When the Army finally got mobilised I read in The Age that they transported people to safe areas by helicopter simply because they didn’t have buses. Reasonably fast and effective, but hugely expensive and somewhat impractical for the aged and infirm.
